Property Manager and Board of Directors Responsibilities
BHA PROPERTY MANAGER AREAS OF RESPONSIBILITY
The representative from the company contracted to provide property management services for the Birnamwood Homes Association serves as the primary “go to” liaison for Birnamwood homeowners and residents. The Property Manager handles all homeowner phone calls and emails relating to Association matters, including neighbor disputes, vendor issues, financial matters relating to a homeowner’s HOA account, questions regarding annual unit inspection reports, etc.
The BHA Property Manager enforces the Association’s Governing Documents in consultation with and at the direction of the Board of Directors, including but not limited to, Rules and Regulations and collections. The Property Manager reports to and is accountable to the Board of Directors. Property management performs committee tasks at the direction of the Board.

BOARD OF DIRECTORS AND COMMITTEE AREAS OF RESPONSIBILITY
A minimum of five and maximum of nine members may serve in elected terms on the BHA Board.
President of the Board of Directors
Elected by the Board of Directors and is the chief executive officer of the Association, maintains the Association office with all contracts and real estate disclosures; responsible for BHA blanket insurance and oversight of Board communication, including the Winds and Birnamwood website.

Vice-President of the Board of Directors
Elected by the Board of Directors and handles duties of the President when the President is not available. Vice-President shares oversight of the Winds and Birnamwood website role with the President; and is also responsible for parking policy and pet-related issues.

Treasurer
Elected by the Board of Directors and is also Board Liaison to the Finance and Budget Committee. Responsible for collection of monthly maintenance and late payment fees, assessments, Association finances and financial records.

Secretary
Elected by the Board of Directors. Maintains the Corporate Record Book and records, Certificates of Registration, voter registration lists, insurance certificates, and provides for recording minutes of Board meetings. This Board Member also is Liaison to the Welcome Committee.

Board Liaison – Architectural Control Committee (ACC)
Board Member and Committee are responsible for maintaining the architectural integrity of Birnamwood. All changes to exterior of townhouses MUST be submitted to this committee. This includes, but is not limited to, windows, doors, decks, privacy fences, and air conditioners. This position may include the HMC role, as listed below; and in that event, a Director at Large position on the Board may be filled.

Board Member and Committee are responsible for electric lines and pole lights, garage lights on outside of townhouses, water and sewer lines, driveways, sidewalks and handrails, lamp posts and lights, steps, retaining walls, and mail boxes.

Board Member and Committee are responsible for landscaping, watering and maintenance of the grounds, snow plowing, and annual unit landscaping inspections and compliance.

Board Member and Committee are responsible for annual exterior home inspections and compliance, periodic painting, roof maintenance and replacement, rubbish pickup and recycling program, and cable television and underground cable placement.
